(a)      In this article the following words have the meanings indicated.

      (b)      "Area" means the regional planning and development area that includes all of Caroline, Dorchester, and Talbot counties.

      (c)      "Commissioner" means a member of the board of county commissioners of Caroline County or Dorchester County or the County Council of Talbot County.

      (d)      "Council" means Mid-Shore Regional Council.

      (e)      "Region" means the area that includes all of Caroline, Dorchester, and Talbot counties.
