In this subtitle the following terms have the meanings indicated:

      (a)      "Board" means the Board of Directors of the Maryland Legal Services Corporation.

      (b)      "Corporation" means the Maryland Legal Services Corporation established under this subtitle.

      (c)      "Eligible client" means any person unable to afford legal assistance as determined under § 45G(e) of this subtitle.

      (d)      "Governor" means the chief executive officer of the State of Maryland.

      (e)      "Grantee" means any nonprofit organization qualified under § 501(c)(3) of the Internal Revenue Code which provides legal assistance to eligible clients and to which the Corporation provides financial assistance described in § 45G(b) of this subtitle, including but not limited to the Legal Aid Bureau, Inc.; the Maryland Advocacy Unit for the Developmentally Disabled, Inc.; and the Maryland Volunteer Lawyers Service, Inc.

      (f)      "Internal Revenue Code" means the Internal Revenue Code and the regulations thereunder.

      (g)      "Legal assistance" means the legal representation of eligible clients by grantees and includes training, research, coordination with private attorneys and other activities necessary to insure the delivery of quality legal services.
